Respected Minister,


At the very outset, we heartily congratulate you for taking over the responsibilties of Ministry of Human Resource development as well as Chairman of Kendriya Vidyalaya Sangathan. As you are aware, KVS which is a Central Govt. sponsored prestigious educational scheme was established with a purpose of providing a pace setting model education to children of Central Govt /Defence/Para Military employees. As HRD Minister and Chairman of KVS you are also fully familiar with the contribution made by the Kendriya Vidyalaya Sangathan as a premier educational organisation. Kendriya Vidyalaya teachers are a backbone to the organisation which is a symbol of unity and integrity of our nation. The teaching staff of KVS numbering more than 35,000 with fervent hope are looking forward for expedious redressal of long pending grievances.


2.         Over the period due to various administrative deficiencies in the decision making at KVS Hq, certain grievances of Kendriya Vidyalaya teachers are yet to be redressed by the administration. We are presenting a few of the following for your kind attention;-


i)     Based on the Sixth Central Pay Commission report, to overcome the stagnation MACP scheme was introduced in all Central Government Departments including the teachers serving in UTs and Delhi Government. Unfortunately, MACP Scheme has not been implemented in KVS for teaching staff. The same should be implemented for K.V. teachers also. The non-teaching staff of KVS including officers are already availing this benefit.


ii)    Unlike Central Government Employees, KV teachers have no benefit of any Health Scheme. There is an urgent requirement of extending CGHS facilities and other Health Scheme as applicable to the Central Government Employees to KVS teachers.


iii)   Many teachers are retiring without pension because a few years ago they had opted for CPF Scheme without having proper understanding of the CPF Scheme. Fundamental Right to equality as enshrined in the Constitution need to be extended to the KVS teachers also. Kindly initiate steps for the conversion of CPF scheme into GPF cum Pension Scheme for KVS teachers and ensure that every teacher gets the same kind of pension and other retiral benefits.


iv)   In KVS, recruitment is made centrally..Teachers do seek transfer to their choice stations as per the transfer policy. When there is undue delay, many teachers come to Headquarters to present their grievances personally to the concerned officers in Headquarters. At present there is no proper mechanism of registering their application or monitoring/action taken on the grievances. If proper transparent system is introduced lot of litigation in Tribunals/High Courts can be reduced.


v)    Many of the teaching staff are deprived of contributing their services, even though they are willing to serve even after they attain the age of 60 yrs. Teachers because of their disciplinary habits are physically fit and have the motivation to continue in the teaching profession even after the age of 60.yrs. In University system and colleges the teaching faculty is retained even after 65 yrs. In Delhi Govt the teaching staff are provided reemployment upto 62 yrs. KVS also should have scheme of extension of service to the willing teachers upto 62 yrs.
